They advertise up to 70% off retail and there prices are still double the competition. Shop around. Oh, and they use subcontractors, no thanks please.

Extremely poor customer service

On February 26, 2009 I placed a custom drapes order for my family room. The price was one of the best I had found and the promise date of April 26, 2009 was acceptable. This is the only good part of the story. First, the drapes arrived unlined. I stopped the install and sent them back since this was clearly a mistake. When we placed the order, we specifically addressed this point and the decorator said, "JCPenney does not make unlined, custom drapes." Well, I guess they do. Two events then made matters worse. My credit card was charged for the balance that I owed, even though I had refused delivery. (I opened a dispute with AMEX and received a credit.) Then 2 days after I stopped the install we received a call from our decorator saying it would cost 15% more to have the drapes lined. After spending a lot of time finding and speaking with more senior people in the Custom Decorating department, JCPenney finally admitted their mistake and agreed to line the drapes free of charge. On June 24, 2009, 2 months after the original promise date, the lined drapes arrived for install. Unfortunately, one set of drapes was made too small to appropriately cover the window. Another problem is that one seam on the patio panel was placed wrong and consequently the entire panel hangs funny. (There are several seams in the patio panel and most are almost invisible, so one seam was clearly done incorrectly.) Even though JCPenney is aware of these problems, my credit card was charged (again) for the balance. Nothing has been done in the last 2.5 weeks to correct these problems even with daily calls from me. JCPenney is very eager to get your money, but not very eager to make the customer happy!

They are over priced. I didn't think they were on top of things.

No accountability

The custom decorating department made a measuring mistake and would not correct it. I had to go to another store and spend $300 to fix thier mistake. I am very disappointed.
